Abstract:
An essential part of effectively managing a GIS in the public sector is understanding how to procure products and services. This presentation provides an overview of procuring hardware, data, and services with a GIS perspective. In discussing these procurements, we will review general procurement elements as well as elements that are specific to procuring hardware, data, or services. In addition, this presentation will suggest methods for managing solicitation, rate the relative risk of different procurement types, and review the contract content recommended for different types of procurement methods. The presentation will conclude with a look at how the funding source or arrangements can impact your procurement.
Bios:
Nat Norton is the GIS Director at Tighe & Bond, Inc. He has extensive experience directing the growth of GIS technology practices providing services to both private and public sector clients. Nat leads Tighe & Bond’s GIS business development efforts, the majority of which are public sector competitive based solicitation responses in New England. Nat has more than 15 years experience in the GIS field.
Neil MacGaffey is the Assistant Director at MassGIS where his responsibilities include procurements small and large using a variety of procurement options. While at MassGIS he has also managed and facilitated numerous collaborative procurements with partners from local, state, and federal agencies - sometimes all in the same procurement. Before joining MassGIS, he previously worked for the City of Newton, where he also conducted a variety of procurements. Prior positions also include a gas utility, a different state agency, and a GIS consulting firm.
