Abstract:
An essential part of effectively managing a GIS in the public sector is understanding how to procure products and services. This presentation provides an overview of procuring hardware, data, and services with a GIS perspective. In discussing these procurements, we will review general procurement elements as well as elements that are specific to procuring hardware, data, or services. In addition, this presentation will suggest methods for managing solicitation, rate the relative risk of different procurement types, and review the contract content recommended for different types of procurement methods. The presentation will conclude with a look at how the funding source or arrangements can impact your procurement.

BIOS
Tom Harrington is the Director of Marketing for Applied Geographics, Inc., a GIS consulting and solutions firm that has been serving state agencies and municipalities in New England and across the nation since 1991. For the past nine years, Mr. Harrington has led AppGeo's proposal preparation efforts for all major proposals, directed marketing activities, and contributed to business development campaigns and strategy. Mr. Harrington completed his PhD in Geography from Boston University in 2002 while working at AppGeo. His research interests include landscape ecology and the interrelationship of human society and the physical environment.
Dan Czaja is the GIS Coordinator within the State of Connecticut Department of Public Safety’s Office of Statewide Emergency Telecommunications. Dan is primarily responsible for overseeing the GIS and address data maintenance of the Connecticut’s 9-1-1 system, which includes the contract for the state’s Tele Atlas enterprise data license. In addition, Dan serves as the agency GIS administrator developing data and applications that support a number of units at DPS including State Police, the State Fire Marshal and Building Inspector. Prior to joining DPS, Dan worked for the Capitol Region Council of Government where he served as the agency GIS/Transportation Analyst. Dan is the current DPS representative on the Connecticut Geospatial Information Systems Council and is the Chair of the Council’s Data Inventory and Assessment Working Group Addressing Framework Data Subcommittee.
